So if you have an 18 or an 8 Charisma, you decide how it's flavored. All game systems, no matter how detailed they are, eventually become an abstraction. I think the best way to deal with questions like this is, you decide. Honestly, the only one I can't really think of different interpretations for is Strength, and I'm sure someone else can come up with something.
